THE federal Government has denied it will use the Senate's rejection of its plan to wind back private health insurance rebates as a trigger for an early election. Independent Nick Xenophon and fellow crossbencher Steve Fielding joined the opposition and the Greens last night to vote down budget measures to means-test the 30 per cent health insurance rebate for individuals earning more than $75,000 a year and couples earning more than $150,000. The legislation would also have increased the Medicare levy surcharge for anyone earning over $90,000 without private health cover would have paid more.
