Private health changes blocked again

The Senate has blocked the Federal Government's proposed changes to private health insurance for a second time.

The Government wanted to means test the private health insurance rebate and increase the Medicare surcharge for high income earners who choose not to have private cover.

It had the support of the Greens, but the Opposition, Independent Senator Nick Xenophon and Family First Senator Steve Fielding all voted against it.

It means the Government can now use the legislation as an early election trigger.
