HEALTH experts crowned Kevin Rudd the winner of yesterday's debate but some said Tony Abbott drew blood on key points, such as the "bureaucratic nightmare" that would result from the planned hospitals reorganisation. John Dwyer, founding president of the Australian Healthcare Reform Alliance, said the debate "brilliantly highlighted" that increasing federal hospitals funding from 40 to 60 per cent of the total would have a minimal impact.
