KEVIN Rudd will hold a plebiscite to win a mandate for his changes to hospital funding if the states reject his proposals today. The plebiscite - or national opinion poll - would replace the Prime Minister's original threat to call a $36 million referendum for extra constitutional powers over the states. Chances of an agreement improved late yesterday when Mr Rudd offered a further $1.2 billion for emergency departments, elective surgery and sub-acute care.
