John Rashleigh, president, Health Insurance Restricted Membership Association of Australia says the greatest concern with the health insurance rebate means-test "is the flow-on effect of the cost of private health insurance for all consumers. As large numbers drop or downgrade their cover, the cost on others remaining or joining the system can only increase -- as much as 10 per cent over and above normal increases.
Finally, those who leave or don't take up private health insurance will only add to the extreme pressures already experienced in the public hospital system."
